City Conquest is an Event Skill Card since Big Fish became an obtainable Skill Card. It can be randomly acquired in Event Maps for a while since, and uses the same coating as the Skill Cards for the Navy Strikes Back! Event Map. However, this card has always been present as a demonstration for using Skill Cards in the Tutorial.

Take 1 random unowned city.

This Skill Card cannot be obtained outside drawing event cards.

Strategy

It can be used to take a free city, especially when there are high toll Ghost Cities.
You could use this to get a Color Monopoly if the unowned cities are next to yours.
